What is the difference between a chamber and a lobbyist?

The chambers are statutory interest bodies with compulsory membership and their own part of the lobbying register. A lobbying firm works on behalf of individual clients. Both are legitimate but follow different rules and have different reach.

Can a submission really change anything?

Yes, if it is concrete. A submission containing a proposed wording with reasons is normally examined. One expressing fundamental rejection is noted. The difference lies in how usable it is for the person who has to redraft the text.
