A campaign is only worth it when public attention actually changes the decision. On many technical files it does not, and then volume does harm.
The first question is therefore not what a campaign should look like but whether it is the right instrument. Technical detail is decided in units, where publicity rarely helps. Fundamental questions with distributive effects are decided politically, where it often does.
If the answer is yes: a campaign needs a sender who is credible, a demand that can be met, and allies who do not look bought. If one is missing, the result is headwind rather than tailwind.

What does a campaign cost?
That depends entirely on whether reach is bought or earned. A campaign built on alliances, technical events and media work costs considerably less than one with a media budget, and often works better because it is not recognisable as paid.
Does a campaign have to be recognisable as one?
The sender does. Covert campaigns that hide the actual client are not permitted under the Austrian transparency act and are risky besides: once the construction becomes known it replaces the actual issue in the coverage.
