Business lobbying differs from classic interest representation in its object: it is not about a rule for everyone but about one project for one company.

Many corporate projects fail not on legislation but on procedures, deadlines and on the deciding body misunderstanding the project. An installation permit, a tender condition, a concession or a stake in a regulated company are commercial questions with a political flank.

Is business lobbying the same as public affairs?

No. Public affairs targets the frame, business lobbying targets a specific project within it. In practice the two belong together: getting one project through while ignoring the frame leaves you back at the start with the next one.

How do you measure success?

Against what was agreed: length of procedure, conditions obtained, obligations avoided, deadlines kept. A success fee tied to a particular legislative outcome is not permitted under the Austrian transparency act, and would be professionally unsound anyway.
