Should a chief executive speak on politics?

On questions affecting the business, yes, and there it is even expected. On general political questions with no connection to the company, there is risk without return. The line runs not between bold and cautious but between competent and not competent.

How long does it take to build?

Two to three years to be reliably recognised in one topic. Faster only happens around an event that creates attention anyway, and then the position holds only if it was prepared beforehand.
